National Association of Fisheries and Angling Consultatives (NAFAC)
NAFAC is the national representative body for Local and Regional Fisheries and Angling Consultatives. Its task is to represent the interests of consultatives and their members to Government and higher levels of the Environment Agency, and to liase with other bodies such as English Nature and the RSPB to ensure that all policies affecting the fresh water environment take proper account of fisheries and angling.

NAFAC is supervised and controlled by a National Council. The National Council consists of two representatives from each region, elected by the local Consultatives in each region, and officers with specific responsibilities appointed by the National Council. Day to day operation is managed by the Executive Chairman who is appointed by the National Council from within their number. The National Council meets about 5 times a year, with meetings being timed to coincide with the cycle of Environment Agency RFERAC meetings whenever possible.

NAFAC’s work
NAFAC’s work has a number of elements to it. These include:
  • monitoring and responding to Government policy and legislation (e.g. the Water Bill, Countryside and Rights of Way Act; implementation of the recommendations of the Salmon and Freshwater Fisheries Review; access to waterspace)

  • monitoring the Environment Agency’s performance in improving, maintaining and developing fisheries (e.g. Trout and Grayling Strategy; effectiveness of monitoring regimes; development of Fisheries Action Plans;)

  • responding to consultations on matters likely to affect fisheries and angling (e.g. the Water Framework Directive; the future of Environment Agency navigations)

  • promoting new initiatives (e.g. Moran Committee Joint Working Group on Bird Predation)

  • working with statutory organisations (e.g. British Waterways on its angling strategy; English Nature on conservation designations; IWAAC on overall policy towards canals)

  • representing fisheries and angling interests with other organisations (e.g. South East England Development Agency, Central Council of Physical Recreation)

  • working with other national fisheries and angling organisations (e.g. supporting National Angling Alliance ‘Angling Today’ leaflet; Specialist Anglers Alliance initiative on otter predation; Moran Committee)

  • consulting members about fisheries and angling issues and policies

  • developing consultatives (e.g. by promoting membership of local consultatives; setting up new consultatives where none exist; re-establishing older consultatives fallen into abeyance)

  • providing services to members (e.g. Insurance Scheme, Legal advice; Information Sheets; member seminars, conferences and workshops)

  • raising funds (through membership and donations).
